The European Commission passed a regulation temporarily restricting the amounts of liquids permitted in air passengers’ hand baggage from 1 September to those in packaging of a maximum of 100 ml.
This restriction applies to all airports in EU Member States which are using the new EDSCB C3 scanners at security control – among them being Tallinn Airport.
What will this change entail in Tallinn Airport?
From 1 September, passengers may not have any liquids, gels or aerosols in their hand baggage in containers of more than 100 ml. The exceptions here are baby food and medicines. The liquids must be removed from the hand baggage for security check. There is no need to take out electronic devices such as laptops, cameras and phones at security control.

How long will the restriction be in place for?
In terms of duration, the restriction is open-ended. The European Commission has confirmed that the restriction hasn’t been introduced due to a higher risk to aviation, but is needed as a preventive measure until the scanner software is improved and an agreement is reached on international measurement standards and aviation safety rules. Airports Council International (ACI), of which Tallinn Airport is a member, is doing all it can to ensure that these agreements are reached as quickly as possible so that the restriction can be lifted as soon as the scanner software has been improved. At present it’s impossible to predict how long the new rules will remain in place.
What preparations is Tallinn Airport making in regard to these new restrictions?
We’ll do our best to raise travellers’ awareness of the changes to the rules, and we’re also preparing for the fact that the restrictions could lead to longer waits at security. As ever, we recommend that all passengers arrive at the airport two hours ahead of their scheduled departure so as to check in and get through security and passport control in good time.
What about airports where the new scanners aren’t being used?
The change doesn’t affect airports still using older security equipment, where as before all liquids have to be packed in containers no bigger than 100 ml and passengers can carry 1 litre of liquids in total, which must be packed in a resealable plastic bag. As such, when heading off on your travels from Tallinn Airport with as many 100 ml containers in your hand baggage as you like, bear in mind that the airport you return from may still require them to all fit in a single 1-litre plastic bag.
